Funding Programs From the Respective Federal State

In Germany, there are currently only a few direct subsidy programs for electricity storage systems at federal state level. Many federal states have discontinued their subsidies in recent years or switched to low-interest loans. The following selected funding programs for the commercial and municipal sectors focus primarily on systemic solutions, industrial storage systems and the reduction of greenhouse gases.

Berlin: BENE 2 Berlin Program for Sustainable Development

Funding programs in German federal state Berlin

Type of funding

To implement measures for an energy-efficient, climate-friendly, green, healthy and mobile Berlin, the federal state of Berlin grants subsidies, supported by funds from the European Regional Development Fund (ERDF). Funding is provided for projects relating to intelligent energy systems, grids and storage systems, either individually or in neighborhoods.

Eligible persons

Public and private companies as well as business cooperations with headquarters or business premises in Berlin, head offices, district administrations and subordinate institutions plus corporations, institutions and foundations under public law as well as non-profit, charitable and church institutions.

Funding conditions

Project-related, non-repayable grants: Quota is 40% (basis). Bonuses for SMEs plus 20% or for special environmental interest. Focus on projects with high CO2 savings. Usually useful from an investment of € 200,000. Funding only for proven necessity (e.g. cannot be realized without funding) and only for projects in the state of Berlin. Prerequisites include secured overall financing, economical budget management, technical expediency and an application before the start of the project. BENE 2 covers the funding period 2021 to 2027.

Schleswig-Holstein: Economic Promotion of Energy Storage Systems

Funding programs in German federal state Schleswig-Holstein

Type of funding

The program only supports investments in newly installed electricity storage systems that are permanently connected to an existing renewable energy generation system. The aim is to increase the share of renewable energy in electricity consumption, support grid stability and promote the regional energy transition. The storage facility must be connected to an existing renewable energy generation plant, at least 75% of the annual storage energy must come from this plant and the storage operation must not cause or exacerbate any grid bottlenecks.

Eligible persons

Small and medium-sized enterprises (SMEs), legal entities under public and private law, natural persons with their registered office, branch or permanent establishment in Schleswig-Holstein at the time of application.

Funding conditions

Non-repayable grant (earmarked, proportional financing), the applicant's own contribution is at least 10% regardless of the origin of the remaining funding. The project costs must amount to at least €200,000, but must not exceed the maximum amount of €10 million. All investment costs that are directly required for the project are eligible for funding.

Sachsen: SAB Sachsenkredit Energy and Storage

Funding programs in German federal state Sachsen

Type of funding

The program supports investments in renewable energy systems and electricity and heat storage facilities. The aim is to increase energy efficiency, increase self-consumption of renewable energy and promote climate-friendly technologies in the Free State of Sachsen. The construction or expansion of photovoltaic systems and the installation, replacement or expansion of decentralized electricity storage systems that are permanently connected to the public electricity grid, rechargeable, stationary and each coupled with a photovoltaic system of more than 30 kWp up to and including 1 MWp are eligible for funding.

Eligible persons

Companies incl. agriculture and forestry, municipalities, municipal special-purpose associations, legally dependent municipal enterprises as well as corporations and institutions under public law.

Funding conditions

The Sächsische Aufbaubank SAB offers a repayment subsidy of up to 20% of the eligible expenditure, loan amount of € 35,000 to € 5,000,000, 100% disbursement in a maximum of three calls within 12 months of approval. The prerequisite is that no parallel funding is possible under the "Energy and Climate Funding Guideline/2023" or EEG. Cumulation with other aid is permitted as long as the maximum aid amount is not exceeded. Project start only after application (up to €100,000) or approval (from €100,000). The location of the measure or investment must be in the Free State of Sachsen.

Sachsen-Anhalt: ENERGIE Unternehmen

Funding programs in German federal state Sachsen-Anhalt

Type of funding

Grants for measures to increase energy efficiency and the use of renewable energies in companies. The program supports investments that contribute to the reduction of greenhouse gas emissions through energy efficiency and energy-saving measures. In addition to building efficiency measures and process optimization, renewable energies and energy storage can also be funded as supplementary measures. The aim is to reduce energy consumption, integrate renewable energies in companies and promote the regional energy transition.

Eligible persons

Small and medium-sized enterprises (SMEs) and large companies

Funding conditions

Investments in fixed assets, expenditure on ancillary costs (e.g. planning costs), non-repayable grant of up to 50% of eligible expenditure for small companies up to 35% of eligible expenditure for medium-sized companies and up to 20% of eligible expenditure for large companies. Funding for energy generation systems (e.g. photovoltaic systems) and storage systems alone is not possible - they must always be part of an eligible overall concept for energy efficiency or energy saving. An energy audit or operation of an energy management system by a qualified, BAFA-listed specialist must be carried out for projects that are implemented exclusively in the federal state of Sachsen-Anhalt.

Mecklenburg-Vorpommern: Climate Protection Funding Guideline for Companies KliSFöRLUnt MV

Funding programs in German federal state Mecklenburg-Vorpommern

Type of funding

The program supports investments that contribute directly or indirectly to the reduction of greenhouse gas emissions - in particular through the expansion of renewable energies, increasing energy efficiency and the use of intelligent energy storage systems as a non-repayable grant (proportional financing). The aim is to promote climate protection in the commercial sector. Funding is available for measures to use renewable energies, investments in electricity storage systems for self-supply, planning services, preliminary investigations and energy management analyses as well as storage projects whose electricity comes exclusively from renewable sources. The directive is aimed at the "development or construction of intelligent energy systems". The storage system should therefore be part of a smart energy management system (e.g. coupling with PV, load control, sector coupling).

Eligible persons

Companies in the commercial sector, provided they have a place of business in Mecklenburg-Vorpommern, including cooperatives and service companies (also known as contracting companies), municipal special-purpose associations, municipal institutions with legal capacity under public law and municipal state associations of Mecklenburg-Vorpommern or clubs, associations and foundations, as well as companies oriented towards the common good, provided this funding relates to their economic activity.

Funding conditions

Grant of up to 50%, in exceptional cases up to 60% of eligible expenditure with a minimum investment volume of EUR 20,000 for technical measures (e.g. battery storage), EUR 5,000 for preliminary planning or energy management studies. The stored electricity must be used exclusively for own consumption and the amortization period of the project must be at least 5 years. Applications must be submitted before the start of the project and proof of examination of other funding options must be provided.

Nordrhein-Westphalen: Gigawatt Pact

Funding programs in German federal state Nordrhein-Westfalen

Type of funding

Promotion of the combination of photovoltaic roof systems and PV systems with battery storage on municipal buildings. The program supports municipalities in the Rhineland region in expanding renewable energies in order to make an important contribution to climate protection. With a total funding amount of up to 60 million euros over four years, the installation of photovoltaic systems on municipal roofs is being promoted.

Eligible persons

Cities, municipalities and districts, municipal mergers and special-purpose associations and the Rhenish mining area in Nordrhein-Westfalen.

Funding conditions

Grant of up to 95% of eligible expenditure up to a maximum of 350,000 euros funding per project. The conditions are a self-consumption rate ≥ 80%, the storage capacity may be a maximum of twice the nominal output of the coupled PV system. The funding program runs from 2024 to 2028.
